On May 31 2019, both the guidelines on Plan S and its 10 basic principles were updated.

A first commentary on these updates is available here. In brief:

• Starting date moved to January 1, 2021.
• Technical requirements are less strict and it is possible to choose between "mandatory" and "recommended".
• Licenses' choice has been extended to include the CC-BY-SA and in special cases also the CC-BY-ND.
• The implementation phase of transformative agreements will last until 2024.

More than 600 comments were received during the consultation phase, giving space to all of them. For such reason, the principles themselves appear slightly modified and the previous peremptory characters appears mitigated.

Moreover, as LERU (League of European Research Universities) well argue, to allow effectively these implementations Leadership is necessary, as demonstrated in the new article produced and summarized in the slogan "Leadership, Management, Engagement".
