One of the Swedish National Library's recommendations is that Higher Education Institutions (HEIs) and research funding organisations should share the costs of scholarly publishing and it becomes reality thank to a new pilot agreement (this Library aims at a system of immediate access to scientific publishing). The Swedish Research Council, Formas, Forte and Vinnova fund 50% of the costs of publication in Springer Nature's fully open access journals.

Springer Nature has also agreed a transformative read and publish deal with Norway. This agreement, which will run from 2020 to 2022, will allow researchers in Norway to read articles in journals on SpringerLink and to publish Open Access in over 2000 journals.
