The European Parliament launched an open petition to have Elsevier removed as the sole subcontractor for the Open Science MOOC. 

In addition to this, after the European Max Planck, on February 28, 2019 also the University of California published a note stating that it does not renew the contract with Elsevier. The University of California is the first American library system to break talks with Elsevier in the name of Open Access and to act as a guide for other American universities.
